where to find the clean up britania guy!?

yes i checked the uo guide.
there is supposed to be one at brit west bank.
in Fel there surely is not.
in Tram, i cant find them!
im old, i pay texes!
i need directions!

    he was not there last night i tell ye! i looked and looked good! i even looked thrice!

    did notice the ol boy in fel today! and thank you!
